The purpose of the Public Works Department is to promote and oversee the construction and maintenance of the City's infrastructure.

Director of public works:

(a)  It is hereby established the position of director of public works.

(b)  The director of public works shall be appointed by the mayor with the advice and consent of the city council.

(c) The job description for the director of public works shall be as      follows:

(1)      Title: Director of public works.

(2)      Reports to: Mayor.

    FLSA status: Exempt—Officials/administrators.

(4)     General description: Plans, organizes, and directs the functions of the public works department, including engineering, streets, stormwater systems, sanitary sewer systems, water systems, and facility maintenance.

(5)     Supervises: All public works personnel.

(6)    Essential functions: 
    Manages the operations of the public                     
            works department and 
participates as a member of the      
            city's management team.

Provides managerial leadership and supervision to subordinates.

Recruits and selects personnel. Evaluates subordinates' job performance. Oversees departmental personnel practices.

Oversees the preparation of budgets, allocation of staff resources, materials, facilities, and time to ensure the efficient operation of the public works department.

Performs cost control activities and monitors all fiscal operations of the department, including budgets for public works activities in special funds.

Prepares and/or coordinates the preparation of applications for public works grants and loans.

Serves as the contact administrator on city public works contracts.

Attends council meetings, planning commission meetings, board meetings, conferences and seminars (in and out of town) as required.

Responds to department inquiries or complaints from customers, regulatory agencies, or members of the business community.

Presents information to council and public groups.


Education and/or experience: Minimum of three (3) years of experience in supervision of personnel including hiring, evaluation, discipline, and discharge.

Extensive knowledge of principles and problems involved in the planning and financing of public programs and projects.

Extensive experience in managing personnel, familiarity with personnel law, and be able to demonstrate a successful working relationship in managing all aspects of an existing organization.

Ability to establish and maintain effective working relationships both within and outside all city departments.

Familiarity with all aspects of budgeting including preparation, monitoring, and compliance.

Ability to read, analyze, and interpret financial reports and legal documents.


Requirements, certificates, and licenses: Valid Illinois State Driver's License.


Working conditions: Duties are performed indoors and outdoors, under a variety of weather conditions, both individually and as part of a work team. Indoor work environment is generally quiet.

While performing the duties of this job, the employee is regularly required to walk, use hands and fingers to handle or feel objects, tools, controls, and to reach with hands and arms. The employee may occasionally be required to stoop, kneel, crouch, crawl, talk, and be able to hear. The employee is occasionally required to climb, balance, twist, or lift.

The employee must frequently lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

During investigations, the employee may occasionally be exposed to hazardous sewer gases and unseen hazards such as blood borne pathogens in sewer lines, and is required to observe and undertake proper safety precautions.

This position is subject to stressful situations, demands, and meeting project deadlines or responding to emergencies which may require working more than forty (40) hours per week. Attendance at night meetings is required.
